A institute of excellence.It is situated in Anushaktinagar near to Training School Hostel.It's inside Training School Complex, a two storeys building, HBNI is on the second floor. Beautiful surroundings, lush greenery.

Terribly slow administration with incompetent staff. They lose documentation, are unaware of their own processes and infact take pride in the fact.

It was constituted with an intention to cater to employees of DAE. Initially it was performing great. However, over a period of time standard of the institute has gone abysmal. Proven plagiarists like NK Sahoo, MK Samal hold posts of faculty here. No procedures, slack workforce, low quality work. Students are often harassed with loads of non-academic works. Doing masters or PhD from any private deemed university will be more prudent. Also, for nuclear sciences now IITs are offering courses. HBNI is a dying institute.
